I don’t believe it’s possible to manually sort yet, no.

Removing from another folder should be possible though. Are you not able to?
You can drag and drop in the File Explorer panel. If you want to move a folder back to the top vault folder, drag to the name of your vault at the top of the File Explorer.
(If you can’t, do make sure you are updated to the latest version of Obsidian.)
