It would be nice to just be able to add plugins offline. In a lot of cases i have the internet off at times. An option to add plugins offline would be great.

What would be the origin of such plugins? Are you going to make them yourself? Do you install them via BRAT, or download when you’re online?
In the latter case there is nothing stopping you from downloading it when you’re online, but not enabling it before you go offline.
But all in all, I believe you need to explain a little more of your use case.
