In the new publish interface, I am getting 2 scroll handles, one for the main content area and one for the toc. Only the big (toc) one is grabbable. The small (main) one appears to be “under” it on the z axis. If I scroll down the main content, they overlap, ie the small one goes “inside” the big one.
