Steps to reproduce
- Create a base that includes note links.
- Insert a transcluded link to that base in a note.
- Drag any of the linked files in the base to another place on the note.

Expected result
I used to do this all the time (before 1.13.4) and got a wikilink to the note I was dragging.
Actual result
Now I get the base link transcluded instead. I replicated this in the sandbox vault, so it’s not my configuration.
