Default folding level

When a file is opened for which there is no persisted folding state (either it’s being opened for the first time, or it’s being opened after being modified), the default behavior is to unfold everything. Is there any way to change this default behavior so that everything is folded by default?

There’s no built-in feature like that. You could try searching the community plugins.
