Cursor visible over header bar on scroll

Steps to reproduce

  1. Place cursor on screen
  2. Move page down so that location of cursor is the same as header bar
  3. Observe cursor visible over header bar

Expected result

I expect the cursor to be covered by the header bar.

Actual result

The cursor appears above the header bar.

I see this too.

It also happens to the mobile toolbar. And if you have text selected and the selection overlaps the toolbar, it disables the buttons.
