Is there a way to create a new hotkey which allows me to paste in text such as “ ” into obsidian?
You could use a separate tool such as AutoHotkey, Keyboard Maestro, etc. I’m pretty sure some plugins could even accomplish this, but using a dedicated tool designed for this sort of thing may be more straightforward and useful in the long run. Good luck!

Yes, that’s exactly what Templater does.
Create a template (for example just the text ), and then assign it to a hotkey.

Make a template using the Templates core plugin (different from the Templater community plugin which you could also use) and optionally assign it to a hotkey using the Hotkeys For Templates community plugin.
