Can't open side toolbar unless window is maximized

This one. If the window is maximized I can access these controls on the left. If Obsidian is not maximized I cannot get these to appear.

0.9.11, Windows 10.

I want to be able to run Obsidian on half a screen.

Have you tried this without a custom theme?

I have not. Two problems:

Looking a Community Themes, I cannot see what theme I have.

I cannot see how to turn it off.

EDIT: okay picked a different theme that doesn’t hide the side bar.
