Cannot enter properties via arrow keys in VIM mode when add property is hidden

Steps to reproduce

1. Enable vim mode
2. Make metadata-add-button display: none;
3. Try to move cursor from content into properties list with arrow keys

Hiding metadata-add-button simulates what a lot of themes do.

Expected result

I should have my keyboard focus move into the properties list

Actual result

When the ‘add property’ button is hidden, I can no longer access the properties list via just the arrow keys. Pressing add file property works in that you can press escape twice and now move around, but this is not ideal.
