Callout title - only first letter capitalized

No matter how I enter the title of a callout, only the very first letter can be capitalized.

Examples of expected outcomes:

[!Ask Jason]
or
[!ask Jason]
or
[!ASK JASON]

returned outcome:
{icon} Ask jason

Tested with Everforest AND Default Theme.
