Bullet point not being added to a new line in list

When I start an ordered or unordered list, and press enter, the next line does not start with a bullet. I have to manually add the bullet point for each subsequent line.

For example:

• This is a line
  No bullet on this line even though I just pressed enter.

Same thing here:

1. This is a line
   This is the next line that should start with the number 2

Things I have tried

• I have removed any custom CSS but no luck.
• I have changed themes but nothing changed.
• I have tried the old editor but still the same behavior.

Please help!
