Alternatives:

For tags: show scrollable list of filenames, sorted e.g. by date activated.

For links with non-existent target:
Initial solution: Offer option to open backlinks pane without creation of the file. Illustration:
Later, show also scrollable list of linked mentions directly in preview in the same way as for tags.
