Steps to reproduce
Create a folder, with it’s name containing an emoji, or a non-ASCII character, like one of the special characters used in languages other than English. (I used ą, ć, ę, ł, ś, ó, ż or ź). Then, either mark it as an attachments folder and add an image to the vault, or drag and drop one specifically into the folder.

Yes.
Expected result
When opening the file preview in Obsidian, the image should render. When adding the file to a different text file, it should embed.
Actual result
Instead of displaying the image content, Obsidian displays the default system image icon, along with it’s file name.
