Steps to reproduce
- In the sandbox vault, enable the web viewer plugin and open a web viewer tab
- Use mod-shift-I to open devtools
- The devtools are dev tools for the open web frame, rather than the app as a whole
- Close all tabs with web views (in the active window)
- Developer tools work again

Actual result
If there is any web frame open, devtools open for that frame only.
